SEALED BIDS FOR KUNKLE SANITARY SEWER IMPROVEMENTS
DIVISION B: WASTEWATER LAGOONS
The Board of Williams County Commissioners will receive sealed bids in their office, One Courthouse Square, 4th Floor, Bryan, Ohio until 10:30 A.M. Local Time October 29, 2020 for: Kunkle Sanitary Sewer Improvements, Division B: Wastewater Lagoons, Williams County, Ohio.
Complete sets of bidding documents, including drawings and specifications for the project will be available for examination, Monday through Friday from 8:30 a. m. to 4:30 p. m. at the above-named office, and at the Office of the Williams County Engineer. Project bidding documents with the project information may be obtained by request from the Williams County Engineer’s Office, 12953 County Road G, Bryan, Ohio 43506, 419-636-2454. A nonrefundable fee of $65.00 will be charged per set. An additional fee of $15.00 will be charged for Bidding Documents that are to be shipped. All fees must be pre-paid prior to shipping. Checks should be made payable to: Williams County Engineer. Bidding Documents, Drawings, and Specifications may be viewed or downloaded at no cost on the Williams County Engineer’s web site http://www.wmscoengineer.com/bidprojects.asp .

Plan Holders will receive information for joining a Zoom Meeting for Bid Opening.
Bids must be submitted on the forms found in the Bidding Document; must contain the names of every person or company interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Owner intends and requires that one Lagoon Cell will be substantially complete and ready for service no later than September 1, 2021, with a final project completion of December 31, 2021.
This construction project will be funded in part with funds made available from the Federal Government through the US Army Corps of Engineers Section 594 program. Bidders must comply with all applicable laws and regulations for construction projects receiving Federal aid including, but not limited to, the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, and the Davis-Bacon Act as amended.
Each bidder shall be required to file with his proposal a Bid Guaranty in accordance with Section 153.54 of the Ohio Revised Code. The guaranty shall be a bond for one hundred percent (100%) of the bid amount. A certified check or cashier’s check for ten percent (10%) of the bid can be submitted in lieu of a bond. The successful Bidder will be required to furnish a satisfactory Payment and Performance Bond for one hundred percent (100%) of the bid amount.
Bidders must comply with the requirements in the Davis Bacon Act, including payment of prevailing wages rates for Public Improvements for Williams County, Ohio as determined by the Secretary of Labor, under the Federal Labor Standards
Contractor compliance with the non-discrimination and equal employment opportunity requirements of Title VI of the Civil Rights Act of 1964 (Title VI) and Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.
SPECIAL ATTENTION MUST BE GIVEN to all the requirements contained in the bid packet, particularly to prevailing wages, various insurance requirements, various equal opportunity provisions, and the requirement for a payment and performance bond for 100% of the contract price.
This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs).
Any bid may be withdrawn prior to the schedule closing time for the receipt of bids, but no bidder shall withdraw his bid within 30 days after the actual opening thereof. The County reserves the right to reject any or all bids, waive irregularities in any bid, and to accept any bid which is deemed most favorable to the County.
